TSA Welcomes the Minister's Statement on the Liquidation of NRS

04 September 2025

TSA welcomes Stephen Kinnock, Minister of State for Care’s Written Statement on the liquidation of NRS Healthcare and the assurance that the government is taking steps to minimise disruption. At this time, we remain deeply concerned about the impact on the Technology Enabled Care (TEC) sector and, most importantly, on the people who rely on these vital services.

TSA is aware of reports that some practices during this process may be placing vulnerable people at risk. Local Authorities and suppliers are working tirelessly to sustain services, and we thank them for their dedication under such difficult circumstances. We have seen suppliers absorb significant financial pressures to protect continuity of service and to counter practices that could be unsafe or unethical. Their commitment, and TSA’s commitment, is to safeguard people at a time when stability is crucial.

One of the most pressing risks is the secure and timely sharing of data. For continuity of care to be maintained, information must be shared ethically, accurately, and in line with data protection legislation. Without this, safe services cannot be guaranteed, leaving people exposed to unacceptable risks. At this critical moment, we call on government to continue listening to the sector, fully recognise the specific risks for technology enabled care and to work with us to ensure the safe migration of data that enables continuity of care, safeguarding, and public trust throughout this process.

TSA will not only continue to support coordination across Local Authorities, suppliers, and partners, but will also continue to actively lobby government to ensure that the distinctive needs of the TEC sector are understood and addressed. Where barriers remain, TSA will continue to escalate concerns directly to the Department of Health and Social Care and press for long-term reforms that strengthen resilience, ensure fair treatment of TEC providers, and protect the people who rely on our services. We remain committed to constructive engagement, working with government and partners to shape sustainable solutions that safeguard people today while building a stronger, more resilient system for the future.

Alyson Scurfield, Chief Executive of TSA, said:
“I want to thank everyone across the sector who has worked tirelessly during this difficult period. Local Authorities, TEC providers, suppliers and frontline teams have gone above and beyond to protect people and ensure that vital services remain in place. Their commitment and resilience are an inspiration, and it is because of their dedication that many of the most vulnerable continue to receive the care and support they need.”
