Joe McLoughlin

Joe is an accomplished executive leader with over 20 years’ experience across technology-enabled care, housing, and regulated services. He joined the TEC sector in 2013, transitioning from the software industry, and went on to become Managing Director of national organisations Careium and Astraline.

In these roles, Joe led large-scale 24/7 safety-critical and commercial operations. He brings expertise in governance, service resilience, digital transformation, and regulatory compliance.

Joe previously served for three years on the TSA Quality Improvement Programme Board and is currently a Non-Executive Director at Pickering and Ferens, a community-based housing association rated G1 V1 C1.
